增加舰队最高指挥上限到5000，舰队容量到90000（原版叠不到这么离谱，相当于解锁上限，不过在mod下就很好用了，谁不喜欢一支庞大的舰队呢） 泰坦和悖论泰坦上限每800海军容量提供1 主宰和巨像上限提升至10 每800海军容量提供一艘，8000容量就能造满了。 圣骑士上限提升至10 每年计算一次总人口乘0.01提供海军容量（100人口提供1海军容量，仅对玩家计算） 排序要放在最下面，不然被覆盖就失效了。 注：这是全局效果，对ai也生效，会导致ai有所增强 新增作弊法令，直接增加至最大值
