一个用来培养领袖的小飞地 开局一个月会在玩家附近距离生成一个星系，只要有船靠近即可获得通信，（当研究了星垒也可以获得通讯）在通信界面就能看见了。 可以切换领袖的老练特质，升级等级，清除负面特质，切换领袖职位以及清除所有特质（需要消耗能量币） 增加了几个特殊特质，只能通过飞地增加。 以及还有一些正在施工中 与更强的领袖搭配使用更佳 请勿对其他mod的领袖进行洗点操作，丢失特殊特质概不负责 仅修改了原版的老练特质（就算被覆盖了也没关系） 应该不会有mod会冲突（除非文件名字撞了） 格式塔内阁和统治者只能有内阁的老练特质，其他老练不会生效 普政统治者只能有内阁的特质，无法增加无内阁buff的普...
