添加了一个法令 原版在建造巨构时添加一个国家flag，当你拥有这个flag时就无法再建（除了拥有肃正遗珍），这个法令的作用是移除戴森球，哨兵阵列，科学枢纽，物质解压器，战略指挥中心，巨型艺术设施，星际集会，巨型船坞，突触机的国家flag 以及将戴森云和电弧熔炉已建造数量设置为0 建好点一下法令就能再建了（ 没有修改原版巨构，所以一个星系基本上只能造一个，无兼容问题，排序随便放 除非对巨构flag改动，否则不会出问题
