This is a requested standalone version of my mod "Better Armies & Garrisons" without the improved recruitment. It strengthens the garrisons of all Han, Bandit, Yellow Turban and Nanman factions in order to increase the difficulty of taking settlements, which is way too easy in the vanilla version...
