======================================================================================== 11.20军队消耗改为扣除全局补给，并根据全局补给的多寡，按比例扣除军事消耗，全局补给累计越多，扣除的补给越多，给到每个军队的buff会越好，相反，全局累计少，军队消耗也少，提供的buff也是递减，甚至debuff，但不至于崩溃，只要好好休养生息，还是可以累计上去。但是这个比例的数值我在调整中。 另外补给为空的时候调整惩罚，避免出现走不动的情况 ==================================...
