Lizardmen Capitals Public Order
Currently, all lizardmen cities provide them with public order on the main settlement building, except for Itza and Hexoatl. This mod add public order bonus to Itza and Hexoatl main settlement building, at a rate of +1 per level (like Altdorf for the Empire). Only apply to lizardmen factions.
