This mod makes Skaven settlements cost 0 food per turn instead of 1. Some mods change certain buildings to produce food. That's okay, but I think that it adds an unnecessary step, and removing the food upkeep cost on settlements is a more direct and elegant solution. I don't think that the Skaven...
