No Amber Deficit Penalties

Because i feel that the penalties for having negative amber are nuts and annoying (seriously, no replenishment?), but like amber as a limiter/thing to balance, i made this mod so that now being amber-negative just means you can't make/research anything that needs amber until you're positive again.
