增加了一项新的国家集团原则：地方自治。适用于至高帝国的主要原则组，其他类型的国家集团也能用。电脑不会用这个原则组。 地方自治和原版的附庸原则组相反，减少附属给宗主的贡金，但独立倾向更低；集团领袖加250影响力（相当于10个免费附属）。适合不想微操大国的玩家，配合外交互动的【减少附属国贡金】，附属国不交钱可以养更多的军队帮你打仗。 对于不开国家集团的玩家，咱制作了一个决议，花费权威力减少附属独立倾向。 有想法和建议欢迎留言。
