原作者@Meishashier，我只是修复了一下，使其能够在1.7版本中使用。 你现在可以直接购买殖民权，换取紧张度快速下降。当然要花很少的小钱。AI不会主动购买。 已经受够了土著起义，也没有合适的作弊MOD，现在可以直接花钱买平安了。 购买殖民权要一次性花费500块钱，然后每月花一点点钱（跟资助一样，但是因为土著是松散国家GDP极低，每周100块钱左右），花费1点影响力。 获得殖民权（殖民速度翻倍），每周紧张度-5。 中断购买会导致紧张度+30，可以用来快速逼反土著。 土著起义战败的殖民权不花500块钱（但是仍然花费影响力），停战协议过期前不可以中断购买。
