本mod旨在重置原版毫无体验且极度魔幻的日本，尽可能地加入了一些风味和事件来还原一个史实的、风云变幻的幕末日本。 mod的名称“东云之歌”是比较古典的日语，意思是“拂晓的和歌”。由于广义上都把明治维新是日本视为太阳帝国快速上升的时代，那着重于幕末时代的本mod就可以说是对黎明时代的歌颂了（笑）。当然，明治维新的内容也进行了重写。 现在日本开局不再是铁板一块，不再需要像打自己脸一样让幕府把幕府移出政府10年，也没有放之四海皆准的EU4三点数式明治维新（经济、外交、军事）。取而代之的是幕末各个大名和朝廷和幕府之间的明争暗斗，幕阁内部的纷争，日本艰难却卓有成效的现代化尝试（通过日志来进行指导）...
