这版本的运力和基础设施太不匹配了，说到底把铁路和火车结合在一起太奇怪了，拆分了铁路的基建和运力，两种建筑分别只产出运力和基建，数值是随便给的，代码照抄的做虚空造物的大佬的，有问题可以回复。
