清朝地方政府
本mod将1836年清朝地方的总督辖区和将军辖区做成了特殊的"地方政府"附属国，各总督辖区和将军辖区尽量还原了历史版图和历史名称(动态名称)。每个附属政权根据不同法律有不同的政府名称。开局各个地方督抚将军都是1836年史实人物，mod也增加了几个晚清历史名人。 新增了附属国专用的国家元首法律和权力分配法律，允许玩家通过任命总督事件/行动随心所欲的以宗主国人物更换附属国的首脑。每个有新权力分配法律的附属国每5年会自动触发任命事件。附属国新的“制定施政方向”行动可以给ai附属国设置发展策略，搭配合理的地方首脑可以实现快速改革发展。 快来试试仅以控制北京城成为世界第一列强吧（
