Start with Agrarianism, Recognition, Colonialism, and Serfdom Abolished. The world is your oyster and Russia can be kept out of Hokkaido. Have fun! Updated for thumbnail and due to problem with agrarianism. Effects didn't seem to go through, so added Romanticism technology to Japan.
