Vic3で日本の識字率が低い原因はPOPの富が少なく学校に関する法律も無い為ですが実際の江戸時代は寺子屋が広く普及していました。そこで教育自由度をイベントで上昇させる事によって識字率が緩やかに向上するようにしました。
