Simple Downsize in Building List States Panel

Simply allow to downsize building in "list mode" states panel. In vanilla, the "negative button" will only appear if you're constructing a building, with this mod you can both cancel AND downsize building, simple as that. Also, list mode is the default instead of grid mode.
