添加一个决议，禁止私人建设。对公司也有效，公司还能买你允许私有化的建筑，但不能再造了。我发现全工坊做这个功能的少之又少，现有的基本都不能用了。私人建设管理那个mod用起来又很麻烦，毕竟初衷不是禁止私人建设，所以我请d老师出手帮忙做了一个，测试了一下感觉还不错。
