Universal Reduced City Loyalty Penalty (-2)
Reduces the loyalty penalty from additional cities for all (including modded*) factions. By default, each additionally founded city will give -6 Loyalty to other cities. This reduces that penalty. I saw a lot of versions of this concept, where the implementation only affected nonmodded factions....
