The mod is inspired by another mod for WOTC - Everyone is a Savant In LWOTC, Combat intelligence levels depend on PsiOffense when generating a soldier. So it wasn't possible to make all soldiers Savants quickly, but we have 70-80% stably. The remaining 20-30% of soldiers become Gifted or Genius....
