1982年のダイヤ改正で余剰となった181系サロ180-1001 の改造車で、1983年（昭和58年）に登場した。 種車の便所および洗面所を撤去して客用扉を増設し、冷房故障時の対策で側面窓の4箇所に開閉可能な換気窓が設置された。また車体構造の都合により行先表示器も設置されなかった。(Wikipedia 引用)
