1994年（平成6年）9月4日の関西国際空港開港にあわせ、関空快速に充当するため、1994年（平成6年）2月から3月にかけて2M4Tの6両編成×9本（54両）と1M1Tの2両編成×7本（14両）の計68両が新造された223系最初のグループ。近畿車輛・川崎重工業で製造され、日根野電車区（現：吹田総合車両所日根野支所）に配置された。編成記号はHEである。
