国鉄民営化に伴う東海道本線との競争激化に備え、高速・急行に使用されていた非冷房の5000系・5200系を置き換える目的で1986年に製造された。5700系と同一の車体を新造し、主電動機や台車などは5000系・5200系から流用されたが、台車は後に交換されている。他のSR車と共通運用されたが、パノラマカー引退後は唯一の2扉一般車として2019年まで活躍した。
