戦後初の一般列車向け冷房搭載車両として1959年に製造された。性能は1955年に登場した初代5000系に準拠しているが、冷房用の大型電動発電機を搭載するため、主制御器・主抵抗器・送風機を1つの箱に収めたパッケージ型制御装置を日本で初めて搭載した。主に豊橋～新岐阜間の特急として運用され、1960年には名鉄初の有料座席指定特急「内海号」でも運用されている。
