国鉄民営化に伴う東海道本線との競争激化に備え、高速・急行に使用されていた非冷房の5000系・5200系を置き換える目的で1986年に製造された。従来通りの2扉クロスシートとなったが、1400mm幅の両開き扉と車端部にロングシートを採用し、通勤輸送にも配慮している。他のSR車と共通運用されたが、パノラマカー引退後は唯一の2扉一般車として2019年まで活躍した。
