特急「はくたか」で使用していた東日本旅客鉄道（JR東日本）担当の485系3000番台での運用を置き換えるために製造したグループで北越急行が所有していた。車両愛称は681系2000番台と同じSnow Rabbit Express。ノックダウン生産が採られており新潟トランシス（車体は川崎重工業）で製造され、2005年（平成17年）3月1日に営業運転を開始した。
