日本国有鉄道（国鉄）から引き継いだ183系・189系や、 波動輸送用に転用されていた急行形電車（165系）の 置き換えのために2001年より投入した 「新世代の特急形電車」である。 2018年10月1日時点では、 松本車両センターに基本編成9両編成16本（144両）と 付属編成2両編成5本（10両）の 計154両が在籍していた。
