a port/fork of Sam_Bucher's sane rebalance mod, while adding Nimphious's lane splitter mods to the compatability. Rebalances the AAI Loaders and stack/filters, and lane balance/splitters in a sane manner. Specifically, it makes the loaders get unlocked with the respective logistics technology, and their recipes similar to those of splitters.
