Debloat: Remove gambling

Removes quality jumping/skipping a tier. Now quality recipes will either produce the current tier for the current materials, or the next one. This removes gambling with quality but makes progression more predictable. As this is effectively a nerf to quality modules, this is best paired with another mod to slightly buff them. This mod should be compatible with any mod that adds additional quality tiers. It additionally doesn't touch the quality modules themselves.
