Train Supply Manager (fixed for 1.1)

Forked copy of `Train Supply Manager` by LordKTor. This is just a just an update to get the mod working with 1.1 while we wait on LordKTor return to the modding community. Control train scheduling via a publish/subscribe event based system. Easy to use, and stress tested to gigabase level. Includes fully automated refuelling.
