Holy Cow!

Adds a Hindu Shrine, the Shrine of Surabhi, that can only be built on Cattle. There's no national build limit, so if you want, it can fully replace Cattle pastures. This shrine will also be added to the Eureka mod, so you don't need to download this mod if you're already using that mod.
