Whole Map Upgrade & Repair & Rebuild (v2.0 playtest)

This mod made it so the upgrade tool attempts to upgrade everything on the map if its size is 1x1. The same is true for repair tool. Also, the repair tool no longer cause meaningless repair animation on buildings with full HP. Overwrites lua/misc/upgrade_tool.lua and lua/misc/repair_tool.lua.
