Mod does 4 things: 1. Loyalty is reduced per imperium level (-1,-2,-3, etc), reminiscent of the Power and Politics update for ROME II 2. Loyalty is INCREASED per political power level (as per AoC) 3. Brings the food reduction per imperium level from Empire Growth from AoC into the Grand Campaign....
