The effect phar_main_diplomatic_relations_non_egyptians for the structure giving you +5 diplo with non-Egyptian factions was set to use the Bonus Value ID diplomatic_mod. However, since this effect comes from a building, it has to be diplomatic_mod_building. It works properly now!
